Can a judicial edict be so outrageous, so irrational, so megalomaniacal that it simply cannot be real? Or, given the errant behavior of some judges, can even the most bizarre mandate appear genuine? That question was recently before an appellate court in California. In recent years, Judge Ricardo Torres of Los Angeles County Superior Court and Roger Grace, editor and co-publisher of The Metropolitan News-Enterprise, a newspaper serving the Los Angeles legal community, have been locked in combat. Mr. Grace says it stems from his paper's gutsy, unflattering coverage of Judge Torres's performance as presiding judge in 1991-92. In one editorial, the publication called him "a despotic twit."

Louis Liotta, a New York Post photographer for 48 years until his union went on strike last fall, happened to be driving across the Brooklyn Bridge on Tuesday morning, his cameras with him. He was on his way to visit a friend at his old newspaper. That was how The Post happened to get the best photographs in the city of the aftermath of the Brooklyn Bridge shooting, which filled The Post's front three pages yesterday. It was also how Mr. Liotta, at 72 years of age, got his job back.

The Bank of Boston Corporation said yesterday that it had agreed to acquire Pioneer Financial, a privately held cooperative bank, for $118 million in cash. Pioneer Financial, which operates 20 branches in Middlesex County, Mass., has $773 million in assets and $720 million in deposits. The transaction was expected to be completed in the second half of the year. Bank of Boston, with assets of $40.6 billion as of Dec. 31, provides financial services to individual, corporate, institutional and government customers worldwide.

MOTOROLA REDUCES PRICES ON NEWEST COMPUTER CHIP

Motorola Inc. yesterday cut prices on its latest computer chip by 15 percent, less than a month after I.B.M. trimmed its price for the microprocessor. The move keeps prices roughly comparable for both sellers of the PowerPC 601 chip and increases the pressure on the Intel Corporation, the dominant maker of chips for personal computers. The PowerPC 601 is the first in the family of processors based on RISC, or reduced instruction set computing, jointly developed by the International Business Machines Corporation, Motorola and Apple Computer Inc. It is promoted as an alternative to Intel's Pentium chip.

ACTAVA REPORTS QUARTERLY LOSS AND SUSPENDS DIVIDEND

Actava Group, the struggling maker of recreational products formerly called Fuqua Industries, yesterday announced a steep loss, suspended its dividend indefinitely and said it was searching for a new president. The company, based in Atlanta, blamed persistent troubles at Snapper, its lawn and garden equipment business, for its fourth-quarter loss. Actava said it had taken Snapper off the auction block, having failed to attract buyers. Actava has set up a committee of independent directors to seek a successor for Charles R. Scott, Actava's president and chief executive. Shares of Actava fell $1.375, to $7, on the New York Stock Exchange.

HANSON SELLS STAKE IN TEXAS CONCRETE PLANTS

Hanson P.L.C. said yesterday that it had sold its 50 percent stake in the North Texas Cement Company and 15 ready-mix concrete plants in the Dallas-Fort Worth region for $54 million. The Ash Grove Cement Company bought North Texas Cement, while Pioneer Concrete of Texas Inc. bought the 15 plants. The plants were acquired by Hanson as part of the acquisition of Beazer P.L.C. in 1991. The plants reported operating profit of $3 million on sales of $51 million for the year ending Sept. 30.

ALCAN SEEKS BUYER FOR BUILDING PRODUCTS UNITS

Alcan Aluminium Ltd. put its North American building products businesses up for sale yesterday, after a cost-cutting review. The company said it had hired the CS First Boston Corporation to explore options for the sale of Alcan Building Products (Canada) and Alcan Building Products (U.S.A.), a division of the Alcan Aluminum Corporation. The units employ about 1,800 people at 18 plants and 47 sales and distribution centers. Alcan, based in Montreal, said the two divisions generated about $425 million in revenue in 1993. The divisions' products include residential siding, roofing, windows, shutters, carports and patio covers. The company's shares rose 75 cents, to $23.625, on the New York Stock Exchange.

ARCO RAISES CLEANUP ESTIMATES BY $1 BILLION

UNITED AIRLINES BREAKS GROUND ON MAINTENANCE CENTER

United Airlines Inc. formally dedicated its $800 million aircraft maintenance center in Indianapolis yesterday. The center, which will employ 6,300 people when completed in 2004, will include 11 hangars with 18 aircraft bays, as well as various support facilities and shops. The first hangar will be in operation later this month, the company said. The center will handle all United's Boeing 737 and 757 aircraft for a two-to-three-day maintenance check every 13 months to 15 months. In addition, each aircraft will undergo a heavy maintenance visit every four years.
