Survey of information that has been tapped through Freedom of Information Act, in effect for 10 yrs; notes act is powerful lever with which news orgns and private citizens have successfully pried secret facts and figures from Govt; of 150,000 requests thought to have been made in '76, about 25,000 were denied in whole or in part; about 4,200 of those denials produced appeals, and about 3,700 appeals were decided that yr; processing Freedom of Information requests has become heavy burden for some Govt units, with Justice Dept protesting that workload weakens its law enforcement capacity to administer (L)
