LEAD: A small potato chip company, whose product sells in expensive stores, is in talks aimed at setting up a joint venture to make chips in the Soviet Union. Edward Cohen, president of the privately held Tabard Farms Potato Chips, said that if the negotiations were successful, an agreement would be signed in January with two Soviet cooperatives.

Chiron Agreement

LEAD: The Chiron Corporation reached agreement with the Dai-Ichi Pure Chemicals Company of Japan to develop diagnostic products for Japan and Taiwan using DNA probe technology developed by Chiron. Chiron will receive up to $20 million in royalties over five years for licensing its technology and for research.

LEAD: The Georgia-Pacific Corporation, which last week offered to buy the Great Northern Nekoosa Corporation for $3.1 billion, said the Interstate Commerce Commission would allow it to proceed with the proposed acquisition. The deal would create the nation's largest forest-products company. Nekoosa, based in Norwalk, Conn., has not responded formally to the bid.

LEAD: The GTE Corporation said it would lay off 800 workers, close two Massachusetts plants and 17 warehouses nationwide in a restructuring of its distribution system. The GTE light bulb plant operations in Salem will be moved to Pennsylvania. The operations of GTE's Fall River fixtures plant will be moved to Toronto.
