The steamship Arago, from Southampton on the 14th inst., arrived here last evening. Among her passengers were Senator SEWARD, Chevailer WYKOFF, and Mr. DONALD McKAY, the shipbuilder, of Boston. the news by the Arago is without importance. The Concurrence of all the Powers invited to participate in the General Congress had been signitied.

Massuchusetts Legislature. THE GOVERNOR'S VETO--A NEW BILL PASSED AND APPROVED--FINAL, ADJOURNMENT. BOSTON, Wednesday, Dec. 28--P M. COV. BANKS' veto message was on the ground that milltia, in which the word " while" was stricken out, in be unconstitutional. In this opinion he is sustained by the Supreme Court and by the Attorney-Central.

Negro Insurrection in Missouri. OPENING AT DOLIVAR--THE SLAVES FLES TO THE MOUNTAINS--A VIGILANCE COMMITTEE FORMED. ST. LOUIS, Thursday, Dec. 23. The Missouri Democrat has the following from the Warsaw Dispatch: "About 11 o'clock on Monday night the citizens of Believer were aroused by shouting and the throwing of ?? on the public square.

The House of Representatives listened yesterday to the conclusion of Mr. MORRIS' invective against the Administration, and heard a plea from Mr. MILLSON in mitigation. Mr. GROW then took the floor to reply to some remarks made some days before by Mr. BRANCH, of North Carolina, in which the Pennsylvania Representative was charged with defeating the Post-office Appropriation bill.

A letter from Jalapa, where ROBLES PEZUELA, late Mexican Minister at Washington, commands says that when the news of the conclusion of the treaty with the united States reached that city, expresses were at once sent forward in all haste to the Capital, where, as at all the other cities on the route, the news created the greatest excitement among the Reactionists.
