After a landslide victory at the polls, President Reagan could very easily have vetoed a far-reaching bill on toxic waste disposal that awaited his signature - especially since the bill runs directly counter to his policies of decreasing regulation and delegating more power to the states. Mr. Reagan deserves credit for signing the bill into law despite his reservations.
