Justice Dept notifies several employees that they face possible disciplinary action for Improperly releasing information about Abscam to news media; action comes following 10-month internal inquiry that was conducted by US Atty Richard Blumenthal; Deputy Atty Gen Charles B Renfrew says decision on discipline, which could range from reprimand to dismissal, has been delayed by uncertainty about proper weight to be given to lie-detector tests some employees were asked to take; says fewer than 6 employees will be punished because 'very high standard of proof' was set (M)
