INTERNATIONAL A3-13 U.S. Accepts Iraq's Pledge To Allow Arms Inspections President Clinton said that President Saddam Hussein of Iraq had unconditionally retreated and once again vowed complete cooperation with United Nations weapons inspectors. That vow will be tested quickly, Mr. Clinton said, and American and British forces that nearly struck Iraq on Saturday remain poised to act. A1 Even before the Security Council resolved to give Iraq a chance to prove that it really intended to resume cooperation with arms inspectors, some familiar code words for trouble were in the air. A11 Some American soldiers in Kuwait are getting weary of Saddam Hussein and expressing frustration at what they see as a problem with Iraq that will not go away.
